Out-of-State Tuition Hikes Are Not a Panacea

The State University of New York (and by extension other state university systems) should not assume the large increases in out-of-state tuition rates will yield more money, warns a report issued Monday by the Nelson A. Rockefeller Institute of Government (a research organization affiliated with SUNY). Some New York leaders — like their counterparts in other states — have been suggesting that higher out-of-state tuition could help deal with higher education’s financial needs. The report found that this could be the case, but only for some campuses. Looking at market demand and tuition rates, the report found that for some SUNY campuses, tuition hikes could decrease their popularity with out-of-state students, potentially leading to a decline in revenue.
